DEKA designs and builds its lasers in Calenzano, on the edge of Florence. Dr Sin Yong works with four of its platforms in Singapore, has developed protocols on three of them, and is invited to share his clinical expertise with other physicians.
Dr Sin Yong is a Global Key Opinion Leader for DEKA, the medical laser manufacturer based in Florence, Italy; this page sets out what the appointment involves, the October 2026 DEKA Academy in Florence, the DEKA Centre of Excellence certification on Orchard Road, and the DEKA platforms behind his T2 Frax Radiance, 少女光 Laser, S3 Resurfacing Lift and 4D Scar Reconstruction protocols.
Dr Sin Yong is a Global Key Opinion Leader for DEKA, the medical laser manufacturer based in Calenzano, Florence, and part of the El.En. group. He works with four DEKA platforms in Singapore — TORO, RedTouch Pro, SmartXide Tetra Pro and Onda Pro — and holds certificates issued by DEKA and NeoAsia, DEKA’s Asia–Pacific distributor, recognising him as a Key Opinion Leader on three of them. He also holds appointments with CLASSYS, HIRONIC, FOTONA, ALMA, LUTRONIC and ILOODA — see Global CLASSYS KOL and Global KOL — and practises on Orchard Road, Singapore.
DEKA is a Florentine company. Its parent, El.En., was founded in 1981 in Calenzano, just north-west of the city centre, and is listed on the Italian stock exchange. DEKA has traded from the same Calenzano address since 1991 and now supplies medical lasers to more than 120 countries.
Its roots are in laser physics rather than in cosmetics, and its platforms are used in dermatology, plastic surgery, gynaecology and ENT as well as in aesthetic medicine. El.En. also builds laser systems for the conservation of artworks.
That matters to a physician for a simple reason: the people who decide a laser’s pulse shapes and safety limits work in the same buildings as the people who run its clinical programmes. NeoAsia is DEKA’s Asia–Pacific distributor.

A Key Opinion Leader appointment is a working relationship between a physician and a manufacturer, not a sponsorship and not an endorsement in either direction. The manufacturer’s clinical and engineering teams consult the physician on how a platform behaves in real clinical conditions, on real skin types, at settings that may sit well outside the factory presets; the physician is invited to share his clinical expertise with other doctors, usually at the chairside rather than from a lectern.
With DEKA, that relationship has a record. DEKA and NeoAsia have issued Dr Sin Yong certificates as a Key Opinion Leader on the SmartXide Tetra Pro (October 2025), RedTouch Pro (December 2025) and Onda Pro (February 2026). In October 2025 he co-presented his S3 Resurfacing protocol with Dr Davin Lim at a DEKA Tetra Pro physician session in Singapore, and volunteered himself as the live demonstration patient.
Much of the value runs the other way: a manufacturer wants to know what the physician has learned about its machine that it does not yet know. Settings for Fitzpatrick III to V skin, which covers much of the skin seen in clinic in Singapore, are a recurring part of that conversation.
In October 2026 Dr Sin Yong travelled to Florence for the DEKA Academy, DEKA’s hands-on clinical programme for physicians, in two roles. As a Global Key Opinion Leader he compared notes with the faculty and engineers on settings for Asian skin. As a participant he sat through the lectures, took his turn at the demonstrations and received the same certificate as everyone else.
At Villa Donatello in Florence, with live demonstrations by DEKA’s clinical faculty in small groups, and a session from Dr Giustino of the DEKA clinical faculty on his own experience with the platforms.
The platform behind his S3 Resurfacing Lift, so the day was a calibration: comparing his depth and density choices for acne scarring with the faculty’s. It also brought a long discussion with Prof Paolo Bonan, the Florence dermatologist and global DEKA speaker, on combining RedTouch PRO and TORO within one treatment plan.
Hosted by Francesco Badii of the El.En. group: the offices, the service centre and the showroom, a meeting with DEKA’s clinical research team, and certificates. His certificate of attendance, issued by DEKA’s Laser Training Department, lists TORO, SmartPico, Onda PRO, RedTouch PRO and the CO2 family.

The full account of the three days is in the DEKA Academy Florence 2026 report.
In October 2026, DEKA’s official Instagram account, @dekalaser_official, shared Dr Sin Yong’s write-up of the DEKA Academy in its stories under the heading “DEKA Academy Singapore & Malaysia”, with a link to his account of the visit and tagging @drsinyong, @drsinyongaesthetics and @neoasiaofficial.
If you have arrived from DEKA’s stories, the account they linked is DEKA Academy, Florence — three days where the lasers are made. This page sets out the wider DEKA appointment behind it.
In July 2026 a DEKA delegation from Italy — including Dr Giustino and Francesco from DEKA, with representatives from NeoAsia — spent a full working day with Dr Sin Yong at one of the centres where he practises, on Orchard Road. It was a two-way clinical exchange rather than a product presentation, working through the TORO, RedTouch Pro and Tetra Pro CO2 platforms one at a time.
During the visit, on 24 July 2026, DEKA and NeoAsia certified the clinic a DEKA Centre of Excellence, a designation granted on clinical standards, protocol development and approach to patient care rather than on purchase volume.
What it does not mean: a certification is a statement about process — how a clinic works, how its protocols are developed, and how its equipment is maintained and applied. It says nothing about any individual patient’s result.
The day is described in full on the DEKA Centre of Excellence page.

On the third day in Florence Dr Sin Yong met DEKA’s clinical research team in Calenzano. He is first author of a clinical paper on his S3 Resurfacing protocol on Tetra PRO for acne scarring, currently in preparation, with Irene Fusco and Laura Pieri, biologists in DEKA’s clinical research team, as his co-authors. The team is directed by biomedical engineer Tiziano Zingoni.
Laura Pieri was unable to attend, and biomedical engineer Francesca Madeddu joined the meeting in her place; Florence was a chance to work through the manuscript in person rather than across time zones. The team also presented its work on microwave energy, the physics behind Onda PRO.
Four DEKA platforms are used in Dr Sin Yong’s practice, each on a different physical principle; three carry protocols he developed. The assessment decides whether any of them is the right instrument at all.
DEKA’s hybrid pigment platform pairs a Q-switched Nd:YAG source at 1064 nm and 532 nm with a 785 nm picosecond wavelength and a long-pulsed 1064 nm thermal mode. Picosecond pulses act photoacoustically, ending before meaningful heat can spread — the reasoning behind its use on Fitzpatrick III to V skin, where thermal load carries a risk of post-inflammatory hyperpigmentation. It is the platform of T2 Frax Radiance, his pico laser protocol pairing picosecond pigment work with a thermal-mode pass, and the T2 half of R2T2. See also pico laser in Singapore.
A wavelength few aesthetic lasers use. A scanner places microzones of thermal effect while integrated cooling protects the epidermis; DEKA’s argument is that 675 nm is absorbed by dermal collagen and melanin rather than mainly by water. It was launched internationally at the World Congress of Dermatology in Singapore in 2023. Dr Sin Yong uses it for skin brightening, for calming inflammatory activity such as acne flares and rosacea, and on the scalp in androgenetic alopecia. It carries his 少女光 Laser protocol, which works at the reticular dermis for redness, pores and laxity.
DEKA’s fractional CO2 laser, whose Pulse Shape Design lets the physician choose the shape of each pulse as well as its energy; it received US FDA 510(k) clearance in March 2024. Three of his protocols run on it. The S3 Resurfacing Lift — Stack, Scan, Sculpt — varies depth across one treatment field so that ice-pick, boxcar and rolling scars are each addressed on their own terms. 4D Scar Reconstruction adds structural release for tethered scarring, and the G Lift applies the fractional principle to mucosal tissue. See DEKA Tetra Pro in Singapore.
Neither a laser nor a radiofrequency device: DEKA’s patented Coolwaves® microwave energy at 2.45 GHz is absorbed preferentially by adipose tissue, so more of it reaches the subcutaneous fat layer. It is applied to localised fat, cellulite and skin laxity, most often on the abdomen, flanks, thighs and submental region, with a finer handpiece for the face, and sits alongside his radiofrequency work in the 4K Body Lift. See Onda Pro Singapore.
His FSX Laser protocol also uses DEKA laser technology, and his October 2026 certificate of attendance additionally lists SmartPico. Each platform’s fact sheet is on Devices in Dr Sin Yong’s practice.

“The settings matter more than the machine. Florence is where you hear, from the people who set the limits, why the limits are where they are.”

“Key opinion leader” is a phrase that has been worn thin by marketing, so it is worth being precise about what it does and does not mean.
Dr Sin Yong is a Global Key Opinion Leader for DEKA, the medical laser manufacturer based in Calenzano, Florence. He works with four DEKA platforms — TORO, RedTouch Pro, SmartXide Tetra Pro and Onda Pro — and holds Key Opinion Leader certificates on three of them, issued by DEKA and NeoAsia. It is a designation DEKA grants to clinics on the basis of clinical standards, protocol development and approach to patient care. In July 2026 DEKA and NeoAsia certified one of the centres where Dr Sin Yong practises, on Orchard Road, after a full-day clinical exchange on TORO, RedTouch Pro and Tetra Pro CO2. No. Neither a Key Opinion Leader appointment nor a Centre of Excellence certification predicts or promises any individual outcome. Response to any laser or energy-based treatment varies with skin type, condition, age, medication history and other factors. Each plan is made at consultation after an in-person assessment, and the options include no treatment.
